Objective: The aim of the current research was to identify, stratify, and analyze the obstacles to the professional development of elite-level football athletes.Methodology: The research method was mixed. The qualitative part was systematic and practical in terms of purpose and was conducted as a case study (football). The statistical population included Iranian football coaches and players. The statistical sample was purposefully selected based on data saturation (18 people) from exploratory interviews. Based on the foundation data method and Glazer's approach, it was used to extract and frame the components. The descriptive quantitative part was of the correlation type, and the structural-interpretive modelling method was used to determine the relationships between the components using MATLAB 2014 software.Results: Based on the findings in the qualitative section, the existing obstacles were categorized into 33 codes, six concepts, and five categories based on open coding and selective coding at three levels: macro, intermediate, and individual factors. In the quantitative part, based on Mick Mac's analysis, individual barriers were classified as dependent variables at the lowest level, legal and regulatory barriers as independent variables at the highest level, and others as independent variables at intermediate levels.Conclusion: Therefore, legal obstacles affect other obstacles, and individual barriers are influential variables. Finally, to remove the existing obstacles in the elite stage, it is necessary to give comprehensive attention to individual, middle, and macro factors with a systemic approach. Also, for football players to travel this path successfully, it is necessary to minimize these challenges at various individual, middle, and macro levels.

Objective: The aim of this work was to investigate the relationship between the performance dimensions based on balanced scorecard in the Guilan General Administration of Sport and Youth.
Methodology: This was a descriptive-relationship study and was conducted in the field. The managers and experts in the Guilan Providence and Sport Adolescents Organ (80 cases) participated in this study. The samples were randomly selected. A researcher–made questionnaire was used to collect data and content validity obtained by the qualified experts (n = 12). The reliability was confirmed using the Croronbach's alpha test (0.89). In this study, the PLS software was used to analyze the data.
Results: The performance evaluation model of the Guilan Providence and Sport Adolescents Organ composed of 4, 12, and 55 indices. There were significant relationships among growth and learning, customer and sports results, internal processes, and financial dimensions. The highest correlation was found between the growth dimensions, learning, and internal processes, and then it was between the customer and financial aspects and sports results, respectively (0.80, 0.76).
Conclusion: The results obtained showed that there was a cause and effect relationship between assessing the performance of Providence and Sport Adolescents Organ, and their relationships were high. Also due to improvement in the financial indicators of the performance, indicators will be in the demission customer and sports results. As a result, the managers have the 4th dimension's balanced scorecard in the organizational performance management approach to consider the cause and effect.

Objective: The purpose of the present research work was the conceptual and theoretical development of sport participation with a modeling approach in the Guilan Province sports.
Methodology: The methodology of this work was of experimental-survey type, in which 154 executive experts and scholars of the sports-for-all field in the Guilan Province were intentionally involved. The instruments of the work involved a secondary research work, interviews, and questionnaires. The main instrument of the researcher-made questionnaire was the research variables in the 5th option Likert scale. The validity of the questionnaires was evaluated by experts (12 people) and factor analysis (fitness index), and its reliability was evaluated using the Cronbach's alpha coefficient (0.90). The qualitative and quantitative results obtained were modeled in the structural, systematic, and behavioral approaches.
Results: Based on the results obtained, the structural model of the work had a favorable fit. Based on the path analysis, the perimeter on the individual (0.673), environment on the management (0.739), environment on the service (0.672), managerial on the individual (0.714), management on the service (0.946), and services were on an individual (0.871). The management, service, and environmental factors had the most impact on the individual level (moderation to participation), respectively.
Conclusion: By interpreting the findings, it can be said that for the development of sport participation, the individual components involved are decisive. Therefore, the environmental orientation, management operations, and service quality must ultimately increase the demand and the continuity of sport participation by reinforcing the individual variables.
