The statistical population of the research included all presidents, deputy presidents, secretaries, treasurers, and officials of the education committee in sports boards of the West Azerbaijan Province, numbering 215 people. Sampling was by the snowball method with theoretical saturation method and 18 interviews were conducted. The tool used was a semi-structured in-depth interview. For the validity of the research work, the respondent validation method was used. After matching the main and sub-themes with the conceptual model obtained from the background and conceptual framework of the research, to check the reliability of the research work, the internal consistency of the research results was confirmed with the data collected by the people of the central focus group. Finally, the final thematic model of the research was presented by examining and commenting the people of the central focus group of the research. <strong>Results:</strong> The results showed that the most important predictive variables of the research work were in the form of three areas of specialized, structural, and psychological empowerment, and consist of facilities, knowledge, skills, personality-attitude characteristics, and professional ethics. <strong>Conclusion:</strong> In order to achieve the qualitative development of educational services in the sports boards of the West Azerbaijan Province, there must first be a special and expert working group regarding the supervision and control of all cases in each of the sports boards, and should be prioritized, especially the necessary measures to increase the quantity and quality of sports facilities and infrastructure, selection members and succession. هدف: هدف از این تحقیق شناسایی و تحلیل مهم‌ترین شاخص‌ها و راهکارهای توانمندساز آموزشی در هیئت‌های ورزشی استان آذربایجان‌غربی بود.<br /><br />روش‌شناسی: روش پژوهش، توصیفی-تحلیلی و به روش‌ کیفی براساس رویکرد تحلیل تماتیک انجام شد و به لحاظ هدف، کاربردی بوده است. جامعه آماری تحقیق شامل کلیه رؤسا، نواب رؤسا، دبیران و مسـئولین کمیته آموزش در هیئت‌های ورزشی استان آذربایجان‌غربی به تعداد 215 نفر بودند. نمونه‌گیری به روش گلوله‌برفی با شیوه اشباع نظری بود و کلاً 18 مصاحبه قابل تأمل و مفید انجام گرفت. ابزار مورد استفاده نیز مصاحبه عمیق نیمه‌ساختاریافته بود. برای بررسی روایی تحقیق از روش اعتباریابی پاسخ‌دهنده استفاده شد. بعد از مطابقت مضمون‌های اصلی و فرعی با الگوی مفهومی به‌دست آمده از پیشینه و چارچوب مفهومی تحقیق، برای بررسی پایایی تحقیق نیز سازگاری درونی نتایج تحقیق با داده‌های گردآوری شده توسط افراد گروه کانون مرکزی تأیید شد. در نهایت الگوی تماتیک نهایی تحقیق با بررسی و اظهار نظر افراد گروه کانون مرکزی تحقیق ارائه شد.<br /><br /><br /><br />یافته‌ها: نتایج نشان داد که مهم‌ترین متغیرهای پیش‌بین تحقیق در قالب سه حوزه توانمندسازی تخصصی، ساختاری و روانشناختی و شامل شاخص‌های امکانات، دانش، مهارت، ویژگی شخصیتی-نگرشی و اخلاق حرفه‌ای بودند. <br /><br />نتیجه‌گیری: برای رسیدن به توسعه کیفی عملکرد و خدمات مطلوب در هیأت‌های ورزشی استان آذربایجان‌غربی، باید به طور مؤثری زمینه اجرای راهکارهای علمی و عملی تحقیق حاضر برای توانمندسازی آموزشی اقدام شود. https://shm.shahroodut.ac.ir/article_2943_73f74403e9c55cd80f4b9dbc513f6df2.pdf
