Data were collected through semi-structured interviews with 17 experts in the fields of management, sports policy-making, law, media, and oversight institutions, and were analyzed using thematic content analysis.<br /> Results: Findings revealed three overarching political challenges: politicization within the structure of sports management, inefficiency of oversight and control systems, and corruption within the financial and media cycles of sports. In contrast, four strategic overarching themes were extracted as executive solutions: transparent governance in sports management, reforming the human resource structure in sports, institutional renewal in sports governance, and legal frameworks for anti-corruption efforts. <br /> Conclusion: Additionally, a linkage matrix was developed between the identified challenges and strategies to facilitate the design of more precise policy-making models. The results of this study can contribute to improving transparency, accountability, and administrative integrity in the country’s sports management system and offer a practical model applicable to other areas of governance. هدف: فساد در مدیریت ورزش به‌عنوآن‌یکی از چالش‌های مهم و چندبعدی، تأثیرات منفی گسترده‌ای بر ساختارهای اجتماعی، اقتصادی، فرهنگی، مدیریتی و منابع انسانی برجای می‌گذارد. پژوهش حاضر باهدف چالش‌های سیاسی و ساختاری در مقابله با فساد در مدیریت ورزش: با تأکید بر اصلاح منابع انسانی، با رویکرد کیفی و به روش تحلیل مضمون انجام‌شده است. <br /> روش‌شناسی: داده‌ها از طریق مصاحبه نیمه‌ساختاریافته با ۱۷ نفر از خبرگان حوزه مدیریت، سیاست‌گذاری ورزشی، حقوق، رسانه و نهادهای نظارتی گردآوری و با استفاده از روش تحلیل مضمون بررسی شدند. <br /> یافته‌ها: یافته‌ها نشان داد که سه مضمون فراگیر شامل «سیاست‌زدگی در ساختار مدیریت ورزش»، «ناکارآمدی ساختارهای نظارتی و کنترلی» و «فساد در چرخه مالی و رسانه‌ای ورزش» به‌عنوان مهم‌ترین چالش‌های سیاسی شناسایی شدند. در مقابل، ۴ مضمون فراگیر راهبردی شامل «حکمرانی شفاف در مدیریت ورزش»، «اصلاح ساختار منابع انسانی ورزش»، «نوسازی نهادی در مدیریت ورزش» و «پشتوانه قانونی مقابله با فساد» به‌عنوان راهکارهای اجرایی استخراج شدند.<br /> نتیجه‌گیری: همچنین، ماتریس پیوندی بین چالش‌ها و راهبردها تدوین گردید تا امکان طراحی مدل‌های سیاست‌گذاری دقیق‌تری فراهم گردد. نتایج این پژوهش می‌تواند به ارتقای شفافیت، پاسخگویی و سلامت اداری در مدیریت ورزش کشور کمک کرده و الگویی عملیاتی برای سایر بخش‌های مدیریتی کشور ارائه دهد.
