چکیده

هدف: امروزه یکی از مهم­ترین راهبردهای سازمان­ها، اتخاذ روش­هایی برای پرورش نیروی انسانی است، در همین راستا هدف از تحقیق حاضر، طراحی الگوی توانمندسازی مدیران وزارت ورزش و جوانان با رویکرد جانشین‌پروری بود.
روش‌شناسی: این پژوهش از نوع مطالعات کیفی است که با استفاده از تکنیک برخاسته از داده‌ها انجام گرفت. جامعه‌ی پژوهش شامل اساتید هیئت علمی، مدیران و کارشناسان وزارت ورزش و جوانان بود که تعداد 16 نفر از آن‌ها به روش نمونه‌گیری گلوله‌برفی انتخاب شدند. ابزار جمع‌آوری داده‌ها شامل مصاحبه‌های نیمه ساختاریافته بود که تا رسیدن به اشباع نظری ادامه یافت. کلیه داده­ها با استفاده از نرم افزار مکس­کیو­دی­ای نسخه 2018 کدگذاری گردیدند.
یافته‌ها: در الگوی نهایی تحقیق که براساس کدگذاری و تحلیل داده‌ها شکل گرفت، 6 مقوله اصلی در حوزه شرایط علّی (اهمیت توسعه منابع انسانی در ورزش، اهمیت جایگزینی، گستردگی تعاملات ورزشی، بهره‌گیری از مدیریت نوین در صنعت ورزش، چابک نمودن امور و اهمیت شایسته سالاری در ورزش)، 5 مورد در رابطه با راهبردهای توسعه توانمندسازی (تدوین برنامه جامع، نظارت سختگیرانه، تناسب شغل و شاغل، مبنا قراردادن کشورهای پیشرو و انگیزش و تشویق)، 4 مورد عوامل مداخله‌گر (فشارهای بیرونی، عدم درک اهمیت جانشین‌پروری، نبود شایسته سالاری و نبود برنامه‌ریزی استراتژیک)، 3 مورد زمینه های موجود (الزامات قانونی، پتانسیل نیروی انسانی و اقبال عناصر داخلی در وزارت ورزش)، سبب ایجاد 5 پیامد مثبت (افزایش بهره‌وری، افزایش رضایت کارکنان، ارتقاء دانش، جانشین‌پروری برای وزارت ورزش و بهبود عملکرد) برای وزارت ورزش و جوانان را دارد که درصدد توانمندسازی مدیران خویش با رویکرد جانشین پروری می‌باشند.
نتیجه‌گیری: یافته‌های این پژوهش نشان می‌دهد، سازمان‌ها به منظور رشد و ارتقاء خویش در محیطی که تنها پدیده ثابت آن تغییر و دگرگونی است بایستی در کشف و پرورش استعدادهای سازمان خود کوششی مضاعف به عمل آورند و مدیریت جانشین‌پروری و توانمندسازی منابع انسانی یکی از مهمترین ابزارهایی است که در کشف و پرورش استعدادهای نهفته سازمان مورد استفاده قرار‌می‌گیرد.
