چکیده

هدف: پژوهش حاضر با هدف طراحی مدل مدیریت استعداد داوران فوتبال ایران انجام شد.

روش‌شناسی: این پژوهش از نوع توصیفی-پیمایشی و با رویکرد ترکیبی (تحلیل محتوای کیفی و تکنیک دلفی) انجام شد. داده‌ها از طریق مصاحبه نیمه‌ساختاریافته با ۱۰ نفر از خبرگان (اعضای فدراسیون فوتبال، کمیته داوران، داوران بین‌المللی و اساتید دانشگاهی) گردآوری و با روش تحلیل محتوای کیفی تحلیل شدند. سپس مؤلفه‌های استخراج‌شده در قالب پرسشنامه دلفی در دو راند توسط همان خبرگان مورد ارزیابی و اجماع‌گیری قرار گرفت.

یافته‌ها: مدل نهایی مدیریت استعداد داوران در سه مرحله اصلی طراحی شد: ۱) کشف استعداد (شامل زیرمراحل جذب، آموزش/بکارگیری و گزینش نهایی)، ۲) پرورش استعداد (با تأکید بر آموزش‌های تخصصی، روان‌شناختی و فناورانه) و ۳) حفظ و حمایت استعداد (با محوریت عدالت، حمایت‌های مادی و معنوی و امنیت شغلی). امکان بازگشت به مراحل قبلی برای حفظ کیفیت نیز در مدل پیش‌بینی شد.

نتیجه‌گیری: مدل ارائه‌شده یک چارچوب جامع و بومی برای نظام‌مندسازی فرآیند شناسایی، پرورش و نگهداشت داوران نخبه فوتبال ایران است. اجرای این مدل می‌تواند به تربیت داوران شایسته برای قضاوت در سطوح ملی و بین‌المللی و در نهایت به ارتقای کلی کیفیت داوری در کشور منجر شود.
