شناسایی عوامل شکل‌گیری فساد مدیریتی در مدیریت استعداد باشگاه‌های فوتبال پایه استان تهران

چکیده

هدف: پژوهش حاضر با هدف شناسایی عوامل شکل‌گیری فساد مدیریتی در مدیریت استعداد باشگاه‌های فوتبال پایه استان تهران انجام شد.

روش‌شناسی: این پژوهش از نظر هدف، کاربردی و از نظر گردآوری داده‌ها ترکیبی (کیفی–کمی) بود. در بخش کیفی، با استفاده از روش دلفی فازی و نظر ۲۰ نفر از خبرگان حوزه مدیریت ورزشی و باشگاه‌های فوتبال استان تهران، ۴۲ شاخص اولیه شناسایی شد. این شاخص‌ها طی سه مرحله اجماع، در قالب پنج بُعد اصلی مالی، اخلاقی، سازمانی، سیاسی و فرهنگی–اجتماعی طبقه‌بندی گردید. ضریب توافق کندال از 41/0 در دور نخست به 71/0 در دور سوم افزایش یافت که بیانگر همگرایی دیدگاه خبرگان بود. در بخش کمی، جامعه آماری شامل مدیران، معاونان، سرمربیان و مربیان باشگاه‌های فوتبال پایه شهر تهران بود. از ۳۰۰ پرسشنامه توزیع‌شده، ۲۷۸ پرسشنامه سالم جمع‌آوری شد. پرسشنامه محقق‌ساخته بر اساس یافته‌های کیفی طراحی و روایی محتوایی آن توسط خبرگان و روایی سازه با تحلیل عاملی تأییدی بررسی شد. پایایی ابزار با آلفای کرونباخ و پایایی ترکیبی بالاتر از 7/0 مناسب ارزیابی گردید. داده‌ها با مدل‌سازی معادلات ساختاری مبتنی بر حداقل مربعات جزئی تحلیل شدند.

یافته‌ها: نتایج نشان داد عوامل مالی، اخلاقی و سازمانی بیشترین اثر مستقیم را بر شکل‌گیری فساد مدیریتی دارند، در حالی‌که عوامل سیاسی و فرهنگی–اجتماعی اثر ضعیف‌تر اما معناداری داشتند. همچنین، مدیریت استعداد استراتژیک و توافق سازمانی از مهم‌ترین عوامل اثرگذار در کاهش فساد مدیریتی بودند.

نتیجه‌گیری: استقرار سیاست‌های شفاف، تقویت نظام‌های کنترلی و اتخاذ رویکرد راهبردی در مدیریت استعداد می‌تواند نقش مؤثری در پیشگیری از فساد مدیریتی در فوتبال پایه ایفا کند.
