چکیده
هدف: فساد در مدیریت ورزش بهعنوآنیکی از چالشهای مهم و چندبعدی، تأثیرات منفی گستردهای بر ساختارهای اجتماعی، اقتصادی، فرهنگی، مدیریتی و منابع انسانی برجای میگذارد. پژوهش حاضر باهدف چالشهای سیاسی و ساختاری در مقابله با فساد در مدیریت ورزش: با تأکید بر اصلاح منابع انسانی، با رویکرد کیفی و به روش تحلیل مضمون انجامشده است.
روششناسی: دادهها از طریق مصاحبه نیمهساختاریافته با ۱۷ نفر از خبرگان حوزه مدیریت، سیاستگذاری ورزشی، حقوق، رسانه و نهادهای نظارتی گردآوری و با استفاده از روش تحلیل مضمون بررسی شدند.
یافتهها: یافتهها نشان داد که سه مضمون فراگیر شامل «سیاستزدگی در ساختار مدیریت ورزش»، «ناکارآمدی ساختارهای نظارتی و کنترلی» و «فساد در چرخه مالی و رسانهای ورزش» بهعنوان مهمترین چالشهای سیاسی شناسایی شدند. در مقابل، ۴ مضمون فراگیر راهبردی شامل «حکمرانی شفاف در مدیریت ورزش»، «اصلاح ساختار منابع انسانی ورزش»، «نوسازی نهادی در مدیریت ورزش» و «پشتوانه قانونی مقابله با فساد» بهعنوان راهکارهای اجرایی استخراج شدند.
نتیجهگیری: همچنین، ماتریس پیوندی بین چالشها و راهبردها تدوین گردید تا امکان طراحی مدلهای سیاستگذاری دقیقتری فراهم گردد. نتایج این پژوهش میتواند به ارتقای شفافیت، پاسخگویی و سلامت اداری در مدیریت ورزش کشور کمک کرده و الگویی عملیاتی برای سایر بخشهای مدیریتی کشور ارائه دهد.
